Rick Mischel has been named CEO of Mainframe Entertainment Inc. effective immediately. Previously, he was president and COO at Los Angeles-based The Harvey Entertainment Company. In his new role, Mischel will have oversight on all production, development, distribution, licensing, operations and business affairs at the animation company. He will be based in Vancouver. Dawn Kuisma has been appointed the new director of programming and development for Women in Film and Television – Toronto (WIFT-T). She will oversee development and delivery of WIFT-T professional programming and lead partnerships with government and industry. She joins the association from the Ontario Media Development Corp. and has also previously worked as festival programs manager at the Hot Docs Canadian International Documentary Festival. Alliance Atlantis Communications Inc. has tapped Judson Martin as its senior executive VP and CFO for the short term. He will work closely on the company’s strategic direction, including continuing initiatives to enhance the capital structure, effective March 3. The company expects Rita Maddleton, senior VP of corporate finance, to succeed Martin as CFO in about a year. At that time, Martin will continue on as senior executive VP. As well, Kirstine Layfield has been named senior VP of lifestyle programming for the broadcast division of Alliance Atlantis Communications. She assumes responsibility for programming at Life Network, HGTV, Food Network Canada, and Discovery Health. Beatrice Raffoul is joining the Ottawa-based The Strategies Group. She will continue to maintain her working relationship with the Canadian Film and Television Production Association.The Strategies Group specializes in business-government relations and strategic counseling. Stornoway Communications Inc. has retained more government lobbyists to help it with its appeal to Cabinet on the CRTC’s licence renewal of the Cable Public Affairs Channel that granted changes that it claims makes the cable-operated station competitive with its i channel (CCR, Jan. 30/03). Edmond Chiasson, chair of Global Public Affairs Inc., and Evan Zelikovitz, VP of APCO Worldwide, have been hired to provide advice on its appeal. Alan Buchanan has resigned as director of government relations for Aliant Inc. The former P.E.I. Cabinet minister has announced his intention to run for the leadership of the provincial Liberal Party. Educational video distributor Magic Lantern has retained Phil von Finckenstein as a federal lobbyist. He will promote Magic Lantern’s activities in the SchoolNet program. The Canadian Satellite Users Association’s (CSUA) annual outstanding service award was given to Alliance Atlantis Communications Inc. senior VP of broadcast operations and engineering Harvey Rogers. The award recognizes significant contributions to broadcasting and satellite usage. He has been chair of CSUA for seven of the association’s 14-year existence.
