Peak pricing wholesale system does not solve congestion issue: Bell

GATINEAU, QUE.—Charging for Internet usage based on peak pricing does not provide incentives to reduce congestion and leaves the door open to gaming by Internet service providers (ISPs), BCE Inc. told the CRTC Monday.
