Cultural groups team up in push for Cancon regulations

More than 30 cultural organizations have teamed up to call for the Canadian and Quebec governments to take action to “help the industry overcome the current difficulties” wrought by the digital age. A declaration — signed by the likes of the Alliance of Canadian Cinema, Television and Radio Artists (ACTRA), the Canadian Media Producers Association (CMPA), Friends of Canadian Broadcasting, Unifor Quebec, Association québécoise de l’industrie du disque, du spectacle et de la vidéo (ADISQ), and On Screen Manitoba — asks that the provincial and federal lawmakers “intervene immediately to consolidate the base of our cultural and media ecosystem, which generates — lest we forget — 4.4% of Quebec’s Gross Domestic Product (GDP) and 3.3% of Canada’s GDP.” The groups are asking for intervention based on three themes — continuity, fairness and support — underlined by a reliance on regulatory intervention to support Canadian content producers. “Creators, producers, publishers and distributors no longer reap the majority of the return on their investments,” the declaration, posted Thursday, said. “It instead goes to new digital intermediaries that have no obligation to finance content or to distribute it.” Among the groups’ asks is for existing cultural policy measures to be preserved and strengthened, adding that it is “unrealistic to think that the hundreds of thousands of jobs generated by Canada’s cultural and media businesses can rely solely on exports and co-productions.” It also asks for all businesses to pay their “fair share” of sales and income taxes and submit to regulation surrounding Canadian content contributions The timing of the coalition’s push is “anything but random,” according to a press release, with the groups noting it comes at a time when the “federal government is preparing to reform its cultural and communications laws and policy — such as the upcoming Copyright Act review — and the Quebec government is in consultations on a cultural policy renewal project and is reviewing its digital strategy.”
