CRTC says yes to new Alta. radio station, no to two Quebec applications

In a trio of decisions Monday, the CRTC approved a broadcast licence application for a new station in Cochrane, Alta., and declined both an application for a new station in Lachute, Que. and to renew a defunct community station’s existing licence. The commission said Golden West Broadcasting Ltd. can launch a commercial FM country music station in Cochrane, despite turning down a similar application from the company two years ago over concerns it could have a negative impact on the nearby Calgary market. In the decision approving the application, the CRTC said “the reach of the new station’s secondary contour into the Calgary market would be less than that proposed in the previous application, whereas the primary service contour for the new station would be limited to Cochrane and its immediate surroundings.” It added that the positive economic outlook for the Cochrane area and the province also decreases the risk that a new station would turn to other markets to achieve its financial objectives. While the station’s projected revenues will be too small to require it to pay Canadian content contributions, the company has committed to contributing $12,000 per broadcast year over seven years. In a separate decision, the CRTC denied an application for a Christian music station in Lachute, Que. It said the application by not-for-profit religious organization Espoir was missing important information and “the missing details led the Commission to question the licensee’s understanding and knowledge of the regulatory requirements associated with the operation of a specialty radio programming undertaking.” The CRTC also denied a licence renewal application from Radio communautaire Intergénération Jardin du Québec for community radio station CHOC-FM Saint-Rémi, Que., which stopped broadcasting in August. “Given that the station has ceased operations and that the licensee has initiated bankruptcy proceedings by filing a declaration of insolvency and transfer and surrender of its assets on 6 September 2018, the Commission is not satisfied that it is in the interest of the broadcasting system to renew the licence for CHOC-FM,” the CRTC said in Monday’s decision. The decision also found the station was in non-compliance with a number of its licence conditions.
