Bell to argue retroactivity of wholesale rate appeal is unconstitutional

BCE Inc. has signalled its intention to argue in the upcoming Federal Court of Appeal hearing on the CRTC’s Wholesale internet rates that the CRTC’s decision to apply the rates retroactively constitutes an unconstitutional tax.
