RCMP awards National Cybercrime Solution contract

Public Works and Government Services Canada awarded the RCMP’s “national cybercrime solution” contract to Toronto-based FTI Consulting Canada Inc., after the government’s 2016 Cyber Review found that greater coordination was needed among law enforcement agencies to fight cybercrime. The public tender was issued in April and the award was published last Thursday. The initiative comes after the government launched a cyber review in 2016 consisting of public and stakeholder consultations “of existing measures to protect Canadians and our critical infrastructure from cyber threats,” and an interdepartmental policy development process. “The Cyber Review concluded that Canada needs a national mechanism to coordinate police operations against cybercriminals as well as a national mechanism for Canadians and businesses to report cybercrimes to police (among other initiatives),” according to the RCMP’s solicitation document. As a result of the review, the RCMP developed the National Cybercrime Coordination Unit which will be enabled by this new national cybercrime solution, according to the statement of work in the solicitation document. According to the statement of work, the Canadian policing community needs a national cybercrime coordination organization enabled by a cybercrime-specific information management/ information technology (IM/IT) system to “connect the dots, coordinate Canadian investigative efforts domestically and internationally, and assess the wider economic and social impacts of cybercrime”. The RCMP said it will build a system that will receive reports for both cybercrime and fraud, according to the document. The RCMP said if it neglects to do so then it will miss investigation opportunities and duplicate work as traditional frauds are increasingly being enabled by digital technologies and the path to reporting cybercrimes is less clear to the public. “Currently, there is no single national system that provides Canadians and businesses with an easy-to-use means to report cybercrimes to police or one that gives police agencies access to victim reports and analytics,” the RCMP noted in its documents. The contractor must develop a cloud-based national cybercrime solution that may comprise any combination of commercial-off-the-shelf software, custom or open-source software. The solution must provide a secure two-way exchange of cybercrime requests and information with local, federal and international law enforcement partners and be able to coordinate those efforts; support the exchange of large volumes of unstructured and structured data; have the capability to analyze data and generate intelligence to support decision making; provide advanced data mining features; facilitate the identification of malware samples; and provide data visualization among other things. The RCMP also noted in its statement of work that developing a public reporting website is out of the scope of the work required. The RCMP also issued a public tender in September to digitize its policing services.
